On March 2, 2026, the Palo Alto City Council accepted the 2026–2027 Sustainability and Climate Action Plan (S/CAP) work plan. It keeps the City’s goal of cutting greenhouse gas emissions 80% below 1990 levels and reaching carbon neutrality by 2030, continues the Advanced Home Electrification Pilot with enhanced rebates and 0% financing for income-qualified households, and funds grid modernization and a gas transition study.

The goal

Palo Alto aims to reduce greenhouse gas emissions 80% below 1990 levels and reach carbon neutrality by 2030. Buildings that burn gas for heat and hot water are a major remaining source, which is why most of the plan’s home actions focus on electrification.

A separate action, CA8, plans an advanced heat pump HVAC program for non-residential buildings, targeted for late 2026 to early 2027. ComfortFlow serves those projects through commercial HVAC.

What it means if you are planning a project

  • Income-qualified? Ask about the pilot’s enhanced rebates and 0% financing before you sign anything.
  • Worried about your panel? Grid modernization and CPAU panel rebates both aim to make electrification fit; a panel assessment tells you what your home needs.
  • Still on gas heat? With gas rates rising and the City studying a transition, a heat pump is the long-term path.
